Overview

CIS Tender 5 – WEM Generation is complete. Outcomes have been announced by the Australian Government, subject to negotiations and contract execution between project proponents and the Australian Government. 

The Assistant Minister for Climate Change and Energy has selected 7 projects, which will provide 1,886 MW of renewable generation capacity to the WEM. One hybrid project was selected which will provide 2,100 MWh of storage. The selected projects are expected to deliver 1.2x the 1,600 MW tender target.

About this tender

CIS Tender 5 – WEM Generation opened on 29 August 2025 and sought an indicative 1,600 MW of renewable generation across the WEM. Projects were required to be located in Western Australia (WA) and connect or intend to connect to the South-West Interconnected System (SWIS).

Benefits of the selected projects

Collectively, the selected projects will provide enough power to supply the equivalent of around 1 million households across WA.

Successful projects demonstrated strong local community and First Nations engagement against the assessment criteria, with meaningful contractually binding social licence commitments. The selected projects are set to deliver:

  • Around $67.1 million of shared benefits for local communities.
  • $89 million worth of initiatives for local First Nations groups.
  • Over $20 million in Australian steel.

AEMO and ASL have been engaged to support the roll-out of the Australian Government’s Capacity Investment Scheme (CIS), bringing together expertise in energy markets, modelling and infrastructure finance and procurement.

ASL administers the competitive tender process and makes recommendations to the Australian Government on which projects should be awarded CISAs. The Minister for Climate Change and Energy is the ultimate decision maker on which projects are successful.
